		<description>Regarding Peter&#039;s comments on Issue 1 - he was saying that bonds are a poor way to finance bonuses for veterans.  I actually agree with him - however, it&#039;s actually been the standard procedure in Ohio, according to this article:

I kind of feel like I shouldn&#039;t comment on it, since I&#039;m typing this from Iraq right now - feels like a conflict of interest to say anything - but I did want to bring the further details to your attention.
